The following is a brief summary of the
"Cedar Bay Policies" contained in Section I of Cedar Bay's Safety & Health
Program Manual:
Policy Statement & Program Objective:
Cedar Bay is committed to a "safe and healthful
working environment" for all employees and persons on our jobsites and
promotes the philosophy that "quality and safety are inseparable".
Cedar Bay's Safety Program objectives include: (1) Developing and
implementing safety and health policies; (2) Reducing accidents, thereby
reducing personal injury and property damage; (3) Cooperating with clients
to comply with all safety laws and OSHA regulations; and (4) Delegating
responsibility. Failure to comply with the
Safety & Health Program will
result in disciplinary action for employees and removal from the jobsite
for non-employees.
Assignment of Responsibility &
Authority: The Company President is the
Company Safety Officer with responsibility for overall "coordination and
promotion" of the Safety & Health Program.
The Project Superintendents serve as, or appoint, Project Safety Officers
responsible for conducting and documenting weekly safety meetings and
jobsite safety inspections, posting and enforcing safety policies, and
monitoring Subcontractors. The Field Safety Representative acts as
liaison between the office and field to comply with OSHA, train employees,
conduct safety meetings, jobsite inspections and accident investigations,
maintain inventory of safety equipment and attend safety-training
seminars.
Subcontractors & Other Prime
Contractors: We require all Subcontractors
to acknowledge receipt of our Safety & Health
Program Manual and furnish Cedar Bay with a copy
of theirs. All Subcontractors are responsible for complying with the
policies outlined in our Safety Manual, as well as all Federal, State and
Local safety rules and regulations. During our jobsite inspections,
Subcontractor safety violations are noted and they are advised to take
corrective action.
Drug & Alcohol Policy:
Complies with "Drug-Free Work Place Act of 1988"
by requiring alcohol and drug testing for pre-employment, post accident,
reasonable cause and return to duty and follow-up situations; provides for
independent evaluations by a Substance Abuse Professional and Employee
Assistance Programs.
New Employee Safety Training:
Incorporates training videos, a review of
written policies and demonstrations covering safety policies and
procedures outlined in both "Cedar Bay Policies" (Section I) and "OSHA and
Other Policies" (Section II) of Cedar Bay's
Safety & Health Program Manual.
Approximate training time is seven hours, less breaks. On-the-job
safety orientation includes instruction in proper and safe jobsite attire,
issuance of personal protection equipment and coupling with an experienced
employee to oversee the new employee and act as a mentor.
Continuing Safety Training:
Outlines continuing safety training through meetings and inspections and
training in new policies and procedures.
Safety Incentive Program:
Establishes a reward system for accident-free
employees to receive U. S. Savings Bonds annually.
