HARRY A. DELAPP

FOUNDER (July 12, 1934 - June 26, 2003)

"The Harry DeLapp Scholarship Fund SECCF"

    Born on July 12, 1934 in New London, Ohio, he graduated from New London High School and was Captain of the 1952 undefeated Championship football team.

    He received his Civil Engineering degree from Ohio Northern University in 1956.

    From 1956-1961, he performed design and inspection work for Mutz & Starkey, Norwalk, and became a Registered Professional Engineer and Surveyor in 1961. After serving as Chief Engineer for Funk Construction, New London, from 1961-1965, Harry accepted the position of Vice President and Chief Engineer for Bay Con Corporation, Sandusky, from 1965-1976.

    On October 14, 1976, Harry incorporated Cedar Bay Construction,  where he served as President, Chief Engineer and Chairman of the Board of Directors.

    He was very proud off all the projects Cedar Bay constructed over the years, especially the Major local projects including the Schade-Mylander Plaza, the Amtrak Station Renovation, Sandusky Water and Wastewater Treatment Plants, Shelby Street Boat Launch Facility, Peddlers Alley, and the Greenway River Bridges for Erie MetroParks.

    In 1998, he formed an Executive Committee of Office and Field Personnel to decide matters regarding day to day operations of the Corporation, including major equipment purchases, safety, employee benefits, bidding and manpower scheduling.

    Harry was a member of the American Society of Civil Engineers, National Society of Professional Engineers, Rotary International, Sandusky Rotary Club, and the Sandusky Yacht Club, in addition to numerous corporate affiliations, such as the Ohio Contractors Assoc. and Associated Builder and Contractors.

    In July 2003, the employee's of Cedar Bay decided to establish the "Harry DeLapp Scholarship Fund SECCF".  This fund is established as an endowment fund and will be administered by the Sandusky/Erie County Community Foundation (SECCF).

    Annual scholarships will be awarded to a student from New London High School (Harry's Alma Mater) and Huron High School who meet certain scholarship criteria, as determined by Cedar Bay.
